On gaia, you cannot assume something due to who their avi looks. People have numerous reasons for what they wear and why. For experiences, meanings, cause it looks nice, or for what ever other reason.

Have you tried looking through the guilds for real ones? A place where they actually exist on Gaia? If not, start one.

Not really becuase then everyone would be racist take for example people in big cities that have never stepped into the country wearing cowboy attire or Eminem.
