I agree that she looks a lot like Stormer, but Stormer doesn't sing (unless they include the plot of Stormer and Kimber starting their own band). Getting a top-billed pop-star to play a minor role in a movie in which she doesn't sing is unlikely.

Hm, I didn't quite think that out and you have a good point. Though, Katy Perry has quite some range, and I think she may be able to pull it off.

I don't know who Jamie Chung is, but I like your interpretation.
As for the suggestions made on the link you provided (thanks btw. I hadn't seen this before), here are my opinions. Feel free to discuss and/or dispute.

Katy Perry, Lady Gaga, and Rhianna are too big of pop stars to take on the non-singing roles of Stormer, Roxy, and Shana (although they all look FIERCE designed that way).

The way I see it, Jem & Pizzazz are the only ones who really have to be able to sing, so the major pop stars should be cast in those roles. If it were an all-star cast the studio budget would be truly outrageous (not in a good way) and the diva egos would probably shut down production. Ironically, it would be very much like the episodes of Starlight Starbright.

Scarlett Johanssen as Kimber. Sure, she's a huge movie star who would require a huge budget. She's also be trying (and failing) to get a music career going as well. If the Kimber/Stormer spin-off group is realized in a Jem movie, then she just might take the part (at a lower fee) for a chance to have her voice be heard.

Zooey Dechaael as Stormer. How cute is she?! Her speaking voice kind of has that crackly quality like Stormer's does. Plus, she can actually sing. So, if there ever is a Stormer/Kimber side project realized in the movie, she's the perfect girl!
