I don't know... It's a tough decision, to say the least, but I'm going to have to go with Neji... Byakugan > Sharingan

I'd say it's Sasuke..His fighting skills were great compared to Neji's..

I say they're equal...
But here's the thing, Sasuke uses non close combat fighting to Neji. Neji can still avoid them. Somehow.
Neji uses close combat taijutsu against Sasuke. Sasuke can still avoid him.
Sasuke falls into Neji's close combat range. Chances of surviving .0000001 to nothing. Sasuke= xp Dead.
Neji falls into Sasuke's ninjutsu. That's always. But he can still dodge them.
I chose Neji for the heck of it. Yay Neji!

Neji all the way. Unlike Sasuke, he manages to keep a level head in all of his battles throughout the series.
