This is a contest for the Tokakinji pride concept!

There are two parts.
First, a RP concept contest for a new Province and governor within the pride. This is the first of a couple such contests planned. Though they happen at different times, it is assumed these provinces have always existed, unless I say otherwise.
Second, which will remain open after the first to accommodate any concepts into the new province, will be a simple custom/semi-custom contest.
Please read the Tokakinji pride information!
It is a work in progress, and any questions you have will go a long way in making it better and easier to understand. I am working on clarifying things as issues arise!
Rules:
Feel free to enter as many parts of the contest as you would like! You may only win one part of the Province/Governor/Council contest, but you can also win from the concept part.
Please keep any bitching and moaning out of the thread. Feel free to PM me or IM me with any concerns, but this place is to stay positive. Likewise, please do not discourage others from entering
Follow the rules of the shop, and the TOS.
More rules will be added as I think of them, or they become necessary.

The Province/Leader Contest
This is a character creation contest for the Tokakinji. Just create a new part of the pride!
Basically, the pride is set up to follow one King, who lives high in a mountain and oversees his vast pride lands through a series of other levels of command. The Council speaks to him directly, and the Governors speak to the Council unless they can get lucky and get some of the King's time one on one.
Which might be preferable, as the Council can often be difficult and stuck on their own agendas.
SO this contest is open to Province concepts, Governors to lead them and Council. How many I pick depends on how many people enter! There will be at least one winner for each, if possible.
The Provinces:
Provinces-- They are like little towns within the kingdom, and are often defined not be territory lines, but by how they conduct themselves, their collected beliefs, those that live in them and things like that. There are two Provinces already
Province One: Mkoani
The largest of all the Provinces at present, Mkoani is the Province at the base of the Castle Mountain. It is the hub of trade and market activity, dense with huts and a groove of hollowed out storage trees. It is largely populated by Toka blood, and is the most impacted by the King's direct rule, rather than the Council, because of their proximity to him. Druids have a harder time of life here, under the weight of suspicion and servitude, and no small amounts of prejudice.
Governor: NONE
Province Two: Uliacha
The Province nearest the Ravine Prison, Uliacha is populated heavily by Druid that have been released from the prison, or are families to those incarcerated. Some seek refuge here simply because life in other places of the pride is too difficult for them. There are some Toka as well, though most are Soldiers and Keepers. There is a small market here of goods not commonly seen in the Mkoani market, like herbs and alchemic items.
Governor: Malenga
Provinces do not have to be completely different from one another, nor do they need to be particularly complicated or strange. Generally, the pride is not took welcoming of Druid blood, but it is up to you how you want to play with the two bloods and their rivalries or companionships in your Province.
If you are creating a Province, you must also create its Governor!
If you would like to create just a Governor concept, you may enter for the Mkoani Province!
There are two Council positions for each Province, so I will pick those as the opportunities to do so emerge! There are two positions available at the moment.
The Character Classes:
Here is a description of the two types of characters you can enter for in this part of the contest:
Council of Watchers
The Council advise the King, but act almost independently from him. They hold a lot of power, and though they imply that they can do nothing without the King’s authority they can get away with a lot while the monarch is busy dealing with his vast lands and the many enemies he makes. They act as judge and jury for the high profile trials of the pride, often ruling without the King hearing of the cases. They also do this independently of each other. Though they hold great power, most take their jobs seriously and serve as the King wishes, acting as his emissaries and representatives while striving to do him honor. Most. There are two Council members to each Province.
Governing Board
There are five Provinces that make up the pridal kingdom. Each one has a Governor presiding over it. This is a much more hands on job than the King or his Council can manage from their homes in the Castle Mountain. They deal with their people directly, and have to handle the complaints, as well as all the petty crime and the provincial celebrations. They also issue marriage rights, and collect population data as far as new members seek homes or cubs are born. It is not required for them to greet new members, though they often do just to take stock. Governors are elected officials, not appointed by the King or his Council.

The Province/Governor part of the contest is over! But you can still enter for characters in the pride! These are basically customs, like in the major customs thread <3
Concept Contest!
Consider this the same as any custom contest. Simply enter a concept and if I like it I will color it for you. These are only for members of the pride: they cannot leave the pride, unless it never gets approved.
The pride has no real requirements on colors or designs. Lighter, more natural looking lions are often considered Toka, while darker or magical looking lions may be looked on as Druid at first. But it's actions and beliefs that really define a lion's blood class.
Feel free to enter as many concepts as you like.
This is open to any rank in the pride. Please browse through the concept thread to see what ranks are available!
If you would like to send existing lions to the concept, please post in the concept thread for that! This thread is for brand new characters to be made and obtained.

The Mkoani Governor
Name: Ruler of Everything
Governor Name: Zelopytia ['jealousy' - Latin]
Gender: Female
Personality Blurb: Zelopytia was born into the pride as an original Toka. She was always a chatty little girl, enjoying her work as a scholar. While collecting various wells of knowledge, she met many others who ended up adoring her. Through all of these connections Zelopytia was eventually (to her surprise) elected governer of the biggest province of all - the Mkoani. At first she was kind of disgruntled - how on earth could she focus on learning more now? Then, she grew to love her new role within the pride. Zelopytia felt extremely useful, and got to work with and talk to even more lions! Eventually, this new excitement faded a bit and she grew disgruntled once again. Dealing with the council thoroughly frustrated Zelopytia, and she soon because extremely jealous of the power they held, especially with their indifference towards their position within the pride. This has made the previously upbeat lioness into someone who's a bit more gruff behind closed doors. This, however, doesn't stop her from doing her duty as governor: she continues taking on her responsibilities as best as she can, continuing to enjoy the abundance of interaction with the rest of the province.
Appearance: Uh either something kind of book-themed (fur looking like parchment/script/page or something of the sort) or very light greens (jealousy!). I have no clue what she'd look like (she's really a CC sort of deal), but I'd prefer to keep her pretty light based on her birth as a Toka. :3
How Do They Lead? Zelopytia enjoys her position as governor! She is constantly thrusting herself into the depths of the province, making sure to keep an eye on everything. She is constantly friendly and makes sure to be extremely accessible. Though she loved the Mkoani, she absolutely despises the Council. They are difficult to work with and misuse their power, which Zelopytia loathes. She adores the Keepers, however. Mainly, she simply allows the Keepers to do their thing; she is well aware that they know how to do their job. The only time she'll call on them to do something is if she's worried about the safety of the pride or knows of something that may need their supervision. Overall, Zelopytia sees the pride's members as pretty equal. She tries to treat Druids as kindly as she can, as she realizes that their life within the pride (especially within the Mkoani province) is extremely hard.

Description: I'd like the song given to be used as a reference. Almost white eyes as if she is blind however she can see quite well.

Personality:
This girl has been toughened up by life. Once born a Toka, her imprisonment in the Ravine Prison has hardened her heart. She is tough, and usually not one to play around. She has a strong mind, and is almost impossible to break her spirit. She looks like a Druid, and so she has embraced such stereotypes. She feels more at home with the Druids, and is rarely seen openly within the Toka part of the province. She keeps to herself if she can help it.
When threatened, she becomes aggressive unless she can manage to get away. If confronted, and no way out of the confrontation, she will strike. She's protective of those she cares for, but it takes a great deal for her to care for you. Senka has a way of being a leader type when she's around a group of her own people. She is active in helping free the Prisoners from the captivity. She's really against the Toka, and will do anything in her power to stop them from hurting her "brethren."
(I'm not sure if Sentry's are actually only located inside the Prisons. If so, I'd like her to somehow be convinced to go and get locked inside the prisons, to help find the way out. She wouldn't like it, but her loyalty to the Druids would make it possible.)

Description:
A female whose pelt is dark as night, Andara often has no trouble blending into shadows. Her pale violet eyes can be a bit unnerving, though. Upon her dark blue-and-black pelt is a spattering of white spots, the only pattern of which can be found is under her eyes. Upon her face, a large crescent emblazons itself, glowing a soft lilac.

Personality:
Andara would likely go unnoticed if it weren't for the fact that she is a 'rehabilitated' Druid. She was always a quiet and tired sort, even before going into the Prison. Her heart was soft before then, and back at the time, she would be free with her socialization, and even had a lover for a short while. She'd crossed the wrong people, though, at one time, having spoken her mind at the wrong moment. What upset her at the time was that it was her lover that turned his back on her, and she was thrust into the Ravine Prison. Her heart heavy with the memory of 'what she did', Andara'Devi was released with nothing more than a quiet sigh of exhaustion.
She has learned to bow her head, and will often just takes jabs at what she is, and that she won't really ever be accepted into the world she's chosen. The thing is that Andara's okay with that. She likes watching others and their cubs walk by here. Where most would think Andara a follower, she is not, as she seems governed by her own set of rules, but follows those of the pride with rigidity that would be admirable, were it not for her bloodline.

Please remember that this is a lion pride! Though I will accept the odd random other species, the chances of that are much, much lower than lions. For this contest, I'd prefer if people stuck with the main species.

The Province Name: Club Snails
Governor Name: Katina (meaning pure in Greek)
Gender: Famale
Personality Blurb: Katina was born a Toka. She was raised in Kenaz (the province she runs) and has always lived there. Since she was little she always disliked the way the pride was ran. She was never very vocal about it, but knew things needed to be drastically changed. To help her get some power she would act sweet and caring, worrying about others needs before her own. In reality she was just sucking up to get into some good graces. As she made more and more friends she started to tell them about how she would change things. Eventually she was made governor because of her ties and her desire for power. (Pretty much she is based off Umbridge from Harry Potter)

Province Name:
Kenaz (Anglicized form of Hebrew for the word hunter)
Description of Province: The lions of the Kenaz province have always been a hunters. Their main supplies for trade are the prey they hunt. It is a smaller province. Before Danika came into power the province lacked focus and did other task such as making art or learning about medicine. They felt they didn't need to hunt as much, because they already had plenty to eat. However because of this the province lacked enough meat to trade and they soon found it hard to even provide for themselves.
Than Katina came into power and created rules for the province that she strictly enforced. She required all the members of the province to hunt and to stop working on other task. It didn't take too long to get Kenaz striving once more.
Before Katina became governor druids were welcomed as much as Toka's were, however Katina has a dislike for anyone or anything peculiar. She keeps a close eye on any druid in Kenaz and she wouldn't think twice before kicking them out of the province if they were caught doing anything she disliked.

Description: Markings similar to Sendatu's, but with the colors below. But she has Sendatu's red eyes.

Personality: Isuara was left in Tokakinji as her mother traveled through. Her mother didn't want to care for her so she was left with a servant in Mkoani. As a youth she was quieter and was much more of a listener. As she grew older she became more curious and started asking questions about everything she could. She doesn't feel like druids should be treated like they are and often defends them when she can get away with it. Despite this she is completly loyal to the king and has faith that he will do the right thing.

The Council Name: The Aurrie
Council Member's Name: Tamsiai'zenklas
Province Seat: Uliacha
Personality Blurb: Tamsiai'zenklas, named for the dark marks on her bronze pelt, was of the original Toka, though her pelt comes off as a bit more whimsical than what is considered standard. She was once rogue that had joined the Tokakinji in her youth. While she is not an ancient lioness, she is also no longer as young and spry as some of the other lions within the pride, yet her temper is still one that is feared. In her earlier days, she was known for her fierce work beneath Talfrid and the mark she left on the Druids during the initial attack on the mountain. She is not a lioness to be trifled with and, though she loves the power her title gives her and her ability to determine the fate of those on trial (especially the druids, as she has a distinct dislike for the lot), she is a loyal creature, one who is faithful to Uther, just as she was to his father. In her mind, she has his and the pride's best interests in her heart and will do whatever is necessary to keep things as they should be. Even if what is necessary isn't what most would consider to be right.

The Province
Name: Tisiphone
Governor Name: Caliburn
Gender: Female
Personality Blurb: (I sort of suggest reading about the Province First).
A young Toka, from original Toka blood, Caliburn was elected based on her expertise within her field, as well as her charm with the lions of the province. Those that she cannot over come with her charm and schmooze she will overcome with her physical prowess..or by accusing them for being of Druid blood and getting the sent to the prison ravine.
Caliburn will not tolerate speaking out against Uther, she has sworn her allegiance to The King and his Queen, if anyone says something in Caliburn's presence they will face consequences. She's working hard to squash the unease within her province, anyone that outwardly speaks of the Council as having more power will not earn her favor.
Appearance: Light natural colors, subtle/faint markings, and leg markings are my favorite. CC up to you. Larger than the average lioness, more muscle - her fur is a bit tattered from training.
Province Name: Caddoc (It's Welsh for "battle-sharp" or "eager for war".)
Description of Province:
Caddoc provides soldiers to The Kingdom; they train their youth from a young age in the ways of combat. Even some of the King's own Keepers of the Peace have come from Caddoc. Their day to day life contains sparing, and taking care of their bodies - after all their claws and teeth are their weapons. Obviously not all are soldiers, but they do work hard in their individual crafts to help those that are.
Mainly Toka take up their ranks, seeing as soldiers can only come from this rank. It is an honor for them to move to the base of the mountains to protect their homelands. They are a proud province, and completely loyal to their pride.
Speaking of Loyalty: Caddoc commoners are currently uneasy about the King's return, many had sworn their allegiance to the Council, thinking that Uther and his bride would never return. They do not openly speak of their political beliefs - no one wants to be accused of being a druid or of a petty crime. But, it can be heard among trusted circles/families.
Caddoc are known for approaching The King to go on outlandish quests - searching for precious items, or information. It could be quite the joke from other provinces about Caddocian's desire to quest.
They do like rogues, they bring new blood, and often at times foreign techniques in combat, and stories of mythical items from afar. Thus of Druid blood are often mistreated or driven out of the province all together.

Personality: Named for being born in 'bitter' times, Merari has certainly lived up to his name. Bitter and angry against those that took the home and lives of his ancestors, Merari does very little to hide his dislike of the Toka. His openness with his feelings has landed him in trouble on numerous occasions and he has visited the prison more than once for rehabilitation for causing trouble. His latest stint - spreading rumours about an affair with a scholar - has landed him back in the prison once again. In fact, probably the only reason he has been kept from a swift execution is that his quick temper seems to amuse the prison's guards. He certainly has a lot to learn about the subtleties of revenge and he lacks the intelligence to pose any real threat to anyone. His anger could be used to manipulate him and has been in the past. And yet, to fellow druids he is friendly, rowdy and rough and can often be a source of great entertainment. Think of him, almost, as a troublemaking, scruffy drunk yelling insults and playing the fool.

Personality: Mwiba'makucha is still a fairly young lion. He's stubborn to a fault and considered to be a fine specimen, in the sense that he is strong in body, yet comes more slow in the thinking area. He's the sort who follows the orders he's given, believing he is doing what is right for the greater good. He was raised of Toka blood and raised well, in the sense that his duties were drilled hard into his brain at an early age. He regards the Druids with disgust, thinking them vermin. Toka that have fallen to the rank of druid are of the worst sort, being traitors, creatures that should be looked down upon for their heretic ways. He can't see what is wrong with his way of thinking, as he was raised to believe this to be the truth and what is right or what is wrong is subject to each individual.
To those of Toka blood, however, he is cordial and willing to help. He's somewhat of a gentleman and has an eye for the ladies, though he's not yet been lucky enough to woo or impress one into falling for him. He takes a great deal of pride in his position and would willingly sacrifice his life for his home, if it ever came to that. Of course, to do otherwise would be a complete and utter disgrace to his bloodline, so he wouldn't dream of balking from duty.
