Kagerou’s most recent endeavor had taken her on a repetitive back and forth between the academy and the hospital. The hectic travelling to and fro was mostly her fault for winging herself into something she’d never done before. She needed her uncle’s advice to compile the backbone of her project, but she needed the hospital’s expertise and experiences to understand what the backbone of the project should be. However, in due time and everyone’s help, Kagerou did compile a report, proofread and edited, that she felt satisfied with turning in. It wasn't entire lesson plans and schedules as she had initially, admittedly unrealistically, hoped, but the structure for a more standardized shinobi-to-hospital system was there.

Shape the Village:
______Inka has put up an invitation for shinobi and civilians alike to submit one idea that would improve
Kirigakure. Be the idea support, defense, agriculture, its education system, recreational activity, or another facet, Inka offers a reward for all worthy submissions and a chance for a promotion to the successful applicant(s). Submit the idea to the Mizukage's secretary (quote BlackFruity). Not repeatable.
______Reward:
Compile seven [7] posts worth of text outlining the idea, its implementation, its estimated costs,
and a short summary to conclude to earn ten [10] KP Points, 500Ryo, and 200AC.


Currently, the Kirigakure hospital system provides insufficient regulations and support for its shinobi medical staff. I would like to propose a system of compulsory requirements--exams, etc.--to certify medical shinobi in a manner similar to their civilian counterparts as well as the support to accomplish these new regulations. Minor, limited incentives will accompany completing each step of these requirements in order to place the passing of these requirements on a similar level as completing the standard shinobi missions. The basis for shinobi advancement in the medical field will not change, retaining the use of the medical tree and titles, and the new requirements will count towards the minimum job requirement required to advance through the tree. The core of this endeavor is threefold: lessons/lectures that shinobi are required to attend, reviewing and studying beyond the content of the lectures in both theory and practice, and a summative assessment to determine if the shinobi is ready to advance. Each of these parts will be labeled as jobs that count towards advancing through the medical tree, at least up to a certain point. Students will be expected to attend a lesson/lecture as their first mission/job upon their induction into a new title rank of the medical tree (or as their first mission/job for the medical tree if they are just getting started in the field). After studying and proving that they are ready to advance to the next title, shinobi undertaking the medical profession will need to take an exam of either written or practical nature as a summative assessment to advance to their next medical title. The lesson/lecture requirement can be fulfilled in a variety of ways. Shinobi can choose to attend any relevant lectures that are occurring at the time. For instance, a basic first aid lesson is a popular and recommended lesson to attend for those just entering the medical field, but it will not be sufficient of a personnel of the medic title or higher. On the Kiri mission board, the job listing for this requirement would likely appear as such. [3/7]
Medical Study: Lecture/Lesson:
______Upon earning a new medical title, shinobi must attend a minimum of one lecture/lesson before they are permitted to submit jobs to begin advancing to the next medical title. This lecture/lesson will count as the first job towards the usually ten required to gain a new medical title. If the shinobi chooses to repeat this job, they may do so at any time and it will continue to count as a medical job. Payment for the lecture/lesson will be covered by Kirigakure government and the lecture/lesson must be of relevant subject matter and difficulty.
______Reward:
Compile four [4] posts worth of text outlining what was learned in the lesson to earn permission to work as a medic of the title rank the lecture is attended for, two [2] KP Points, and three [3] TP.
Do not add the TP modifier to the required number of posts to complete the task/mission.


Following the lecture, shinobi are expected to exercise and build on what they learned. Some do this through further lectures. Others do this by working or studying, be it individually or in a small group. Lectures were covered in the previous section. Advancement through working is covered with the already existing medical job system. Studying is, traditionally, a personal matter. However, to encourage shinobi in the medical field to break out the books, I would suggest the following medical job to reward those who take the time to study. [4/7]
Medical Study: Self-study:
______To promote self-study and gather more study resources for others to peruse, the Kirigakure library is accepting a variety of amateur writing on the medical field, from research papers to self-explanatory notes. It is possible for a single submission to be considered as multiple medical jobs depending on if certain requirements are met, up to a maximum of three [3] medical jobs. At most, this mission can grant 400 AC, after which AC will no longer be given out as a reward.
______Reward:
Every two [2] posts worth of text outlining what is written in the writing submission count as one [1] medical job and earn one [1] KP Point, one [1] TP, and a one [1] post reduction towards the Medical Study: Exam job for the current medical title.
Every four [4] posts, earn 200 Ryo and the choice to trade in one [1] TP for 200 AC.
Do not add the TP modifier to the required number of posts to complete the task/mission.


Something to note is that, so far, aside from the choice in lecture, there are no checkpoints to ensure that the medically interested shinobi are truly advancing their knowledge in the medical field. Formative assessments are difficult to assign when each shinobi has to move at their own pace, so the entire burden is placed on the summative assignment, the final exam before the medical shinobi is permitted to advance to the next title. The title exam serves as the only checkpoint to ensure that medical shinobi are up to par for the title that they are aiming to advance into, and as such, it is a rigorous test. Completing the summative assignment will count as the final, 10th medical job before advancing to the next medical title. A suggested listing to advertise title exams can be found below. [5/7]
Medical Study: [Title] Exam:
______To maintain medical standards, all shinobi wishing to promote to the next medical title must pass a title exam as their final, 10th medical job before promotion. There are no limits to the number of times the exams can be retaken in case of a failed exam. Although, the exam will only count as a medical job if it is passed. Exams are held in and can be requested from the Kirigakure hospital, and are known by the name of the title that they allow successful test takers to advance into. Depending on several factors, these exams can be written or practical tests.
______Reward:
Detail all attempts at the exam in eight [8] posts worth of text to earn ten [10] KP Points, 500Ryo, and 200AC.
For instance, Kagerou fails her first attempt at the exam but passes several months (and mini character arcs) later on her second attempt. She applies no deductions to the exam. If the combined posts from her first and second attempt equal eight [8], then she has completed the exam mission.


Having covered the three main concepts of the core of this new program, it is now time to discuss how to handle the numerous shinobi who already have medical titles. Shinobi with legitimate medical titles will be permitted to skip lectures and self-study, but must pass the title exam required to advance to their current title. Lifesavers must pass the Lifesaver exam. Medics must pass the Medic exam, and so on and so forth. Those who happen to hold titles in multiple medical fields will have to pass exams for each field. Exams passed can be listed as medical jobs for any field. [6/7]

In conclusion, I will like to open this suggestion to all jobs, not just the medical field, in need of any sort of standardized regulation to ensure the quality of the service/product. This recommendation was written with solely the medical field in mind, so I cannot say for sure what kinds of regulations other fields would require. However, I believe it is possible to adapt this system to services and industries beyond the intended. [7/7]

Just stepping towards the mission desk, where she was to turn in her completed recommendation, was making her stomach twist. It wasn’t quite with anxiety. More along the lines of perfectionism not satisfied. However, she knew already that this was the best she was going to make, inadequate as she was. Giving herself a firm push in a way only she could, Kagerou stepped up, turned in her mission after discussing over the details of it with the receptionist, and then calmly moved over to the mission board to find her next endeavor.

To clarify, they they gain a -5 chakra reduction every rank, to a maximum of -20 at sannin. All medical jutsu are still learnable by both sides, but the chakra control only applies to the chosen side.
• Grand Performance - The user can perform both types of arts (ninjutsu and genjutsu) through their performance or instrument, often casting them at the same time (must pay for both techniques). Can perform D rank techniques through instrument at gennin, C at Chunnin, B at jounin, A at Konin, and S at Sannin.
• Learn Medical techniques one (1) post faster.
• Learn ninjutsu (1) post faster.
• Learn genjutsu one (1) post faster.

• Miracle Performance - Kagerou can perform healing eiseijutsu through her performance/instrument as if it was ninjutsu of the same rank. When performing healing medical techniques, she can target anyone who can hear her music with the jutsu. I.e. she no longer has to be within touch range of the target to use healing hands.
• Calamity Performance - Kagerou can perform offensive eiseijutsu through her performance/instrument as if it was ninjutsu of the same rank. When performing offensive medical techniques, she can target anyone who can hear her music with the jutsu. I.e. she no longer has to be within touch range of the target to use killing hands. Harmful eiseijutsu cast in this manner is guaranteed to hit as long as the condition of sound is met, but it takes one post to manifest its effects. In that time, the technique can be nullified by matching the energy (chakra/stamina/whatever else) cost Kagerou paid to use the entire jutsu, including any extra costs for additions/modifications. Those afflicted by harmful eiseijutsu cast in this manner become aware that if they do not spend the required amount of chakra/stamina, then bad things will happen to their body. The target(s) will have a vague sense of how bad the damage will be, but do not know what exactly will happen.
Dream Audience - Kagerou's dream is to help as many as she could. From this desire, the dream world manifested the power to multiply the recipients of all of her eiseijutsu techniques. With neither extra effort nor decrease in power, Kagerou can affect two extra targets for each eiseijutsu activation as long as they fulfill the requirements to be a target (i.e. contact for most eiseijutsu by default or sound when Kagerou performs eiseijutsu). Past the starting two, she must spend a total of 5(n-3)+10 energy split evenly between chakra and stamina for each additional target; n = number of targets. Odd energy costs are split with 1 more point of stamina than chakra. This additional cost cannot be reduced or refunded.
The Good Host - 1/2 off all implant chakra requirements.
Iryo-nin I - Kagerou receives a +1 dr [slightly modifier] to her eiseijutsu for each medical title earned. 2 medical titles = +2 dr [mildly modifier].
Mind and Body I - A sound soul resides in a sound mind and a sound body. To ensure the health of all three, Kagerou must master every aspect of medicine. Kagerou gains an additional medical field type. The additional type needs to be trained separately from the first.

Evergreen Growth - Life always finds a way, especially when it's helped by someone who truly cherishes it. Low-grade fertilizer yields crops in 1 week. High-grade fertilizer reaches a new level of fast and yields crops in 4 days. (Post-acceptance note: I just realized that there is an Evergreen religion in this guild. I did not mean for this to be a religious PA in any way. It's just botany. I hope that's not a problem.)

                                    It looked like she was back at the mission board again. Where everything had gone weird in the first place. Although Miyuki felt uneasy regarding the proximity with the tree, especially given the bizarre feeling she'd had since the Sero went crazy, nothing bad had happened. Furthermore, if she was going to remain in the village as one of its shinobi she'd have to get used to being in its presence. Besides, one of the hearts she had obtained gave her some mild control of the tree, which was fascinating in itself, although she wasn't entirely sure what to use it for yet.

                                    Familiar green hair greeted her upon approaching the board, which was ironic because this was the same place she'd left Kagerou in favor of avoiding the tree and finding other people with the metal shards. The objective she'd been given that she couldn't recall ever having actually accomplished. Then again, after the tree's summonings, she didn't remember much of anything. No one else needed to know that though, or the monumental feelings of sadness that she indirectly felt. It was odd, because the emotion wasn't hers, but she was aware of it.

                                    Taking a bite of a pastry she had grabbed on the way over, a grin lit Miyuki's face. Although she wasn't entirely sure if Kagerou would notice her. "Fancy meeting you here~" she announced with her usual singsong tone, and then turned her gaze to the board. Scanning over the postings there, her smile slowly gave way to a pout. There didn't actually seem to be all that much to choose from. Not that sounded interesting, anyway, or something she was capable of doing. Still there were a couple that could potentially be completed together that would help her re-familiarize herself with the village, given her lack of memory of the majority of her life in the village. Or at least she assumed she'd lived there if she'd become one of its shinobi. Maybe she would be able to move around town without her wayward feet carrying her flat-out out of the country. She was still impressed that she didn't get in trouble for that adventure, though maybe it was because she wasn't officially a shinobi at the time.

                                    Taking the pair of postings she was looking at, she made her way over to the receptionist to retrieve any supplies she might need--namely posters. She was handed a good stack of them, but before taking off she offered to put the slips of paper back on the board for someone else to take if they wished. Mostly just so she could see if Kagerou was going to say anything. Either way was fine, especially if the chuunin was busy. Miyuki knew that her... personality situation may have been a deterrent anyway, so she would accept even just a 'hello' with a smile.

User ImageCompany had certainly not been expected, so Miyuki's sudden greeting drew a slightly surprised blink out of Kagerou as she straightened up, bent over as she was to look at some of the lower listings on the board. There was a short pause of silence as Miyuki perused the board and Kagerou thought of a clever return greeting. Before Kagerou could decide on a rhyme, though, Miyuki had gone up to the reception desk to sign up for the missions.

Hoping Miyuki would come back to see her off, at least, Kagerou turned back to the mission board. Prior to the younger kunoichi's arrival, the chuunin had calmly and deliberately scanned every inch of the mission board until she had found the main suspects for the mission she was interested in. However, despite how intently she had been searching for the mission earlier, she was quick to set it aside for a later time in favor of familiar company. After all, she didn't feel personally ready, either.

As hoped, Miyuki returned, and Kagerou gave her response. In matching key and tone to Miyuki, Kagerou sang in reply, "Good to see you too, dear~". She was smiling, as ever, and if that wasn't enough to prove that Kagerou was happy to see Miyuki, then maybe the next thing she did would. As Miyuki placed the mission slips back on the board, Kagerou leaned onto her friend's smaller frame and asked, "Soooo which missions did you pick? Which ones? Which ones?" as she tried to read whatever was held in the subject's hand.

                                    If possible, Miyuki's grin grew only broader when Kagerou not only responded to her but rhymed in an equally lilting voice. Of course, when the green-haired kunoichi leaned in toward her, she instinctively leaned away. Subtly though, in a way that didn't really put all that much distance between them, just made it seem like Kagerou didn't come as close as maybe she was intending. Still the papers Miyuki held were in plain view to be seen and read. "Just the patrol mission and one to put up posters. There wasn't much of anything else useful." Her grip on the small pile of papers tightened slightly, and her voice grew soft. "To be honest, I don't remember much of anything before about a half a year ago," she admitted with a sad smile, her gaze still on the posters. Visit the Arena! they announced. Now Open! They were vibrant with big bold letters and sharp shapes to draw the eye. Finally she looked back at Kagerou the hint of sadness she'd shown gone as quickly as it came, her smile growing wide once more. "What better way to relearn my way around the village than with this? Assuming I don't get lost... heh."

                                    That was the greatest fear in general. Wandering off again. Especially because she officially had her headband and was considered a member of the village. Sometimes her wanderlust just possessed her and time and distance passed before she even realized. Like during the brief event with the Sero tree, though that particular occurrence was unique in a way she still couldn't describe. Better examples would be while she was recovering in the hospital after waking up with her new... inhabitant? There were plenty of times she was told to stay in her room and ended up clear across the village. Or wandering out of class in the middle of it. How she graduated was still beyond her. The trip to Takumi was probably the worst one, but there was no guarantee it wouldn't happen again.

                                    Brushing off her nervous laugh, Miyuki attempted to redirect the subject away from herself to avoid questions. It wasn't necessarily that she didn't want to answer, it was that she wasn't sure she could. Things like where she was from, what her family was like, or even who they were, were more or less lost to her. Still, if the questions came, she wasn't not going to answer truthfully. "What about you? I'm sure you've got quite a bit more available to you."

User ImageOutwardly, Kagerou simply smiled, though her eyes gave her thoughts away with the way they darted in observation and would sometimes crease with worry. She didn't notice how Miyuki moved away from her, but she could hear the loss in Miyuki's voice. It concerned Kagerou and, again without thinking, she raised a hand to pat Miyuki's head. "You'll be fine," Kagerou sing-songed her vote of confidence as she lightly patted Miyuki's hair, careful to not mess up her hair. That is, assuming Miyuki allowed the touch in the first place. Well, even if Miyuki didn't let Kagerou touch her (yet), Kagerou wasn't going to be fazed. She'd just go right on talking, "As for me, it's true that I have a bit more available, but... Yes. I think I'll go and train. Being called a pompous... well, that..." Ah, her voice actually took on a slightly cold tinge, just a little bit of chill edge to its usual warmth. It looked worse than it was because Kagerou never stopped smiling while talking. Honestly, even the person in question was surprised at the grudge she was holding. On the other hand, this was also the first time she had felt so baselessly accused. Skipping any further explanation, Kagerou's warmth returned as she stated the resolution, "Well, anyways, I do have a lot to improve on before I can really say anything myself."

• Specialist -The user chooses to specializing in healing medical techniques and gains a great boost to their chakra control in that area. At Chunnin, they gain a -5 chakra reduction to perform techniques in their specialty. at Jounin, -10, at Konin -15 at Sannin -20. To clarify, they they gain a -5 chakra reduction every rank, to a maximum of -20 at sannin. All medical jutsu are still learnable by both sides, but the chakra control only applies to the chosen side.
• Grand Performance - The user can perform both types of arts (ninjutsu and genjutsu) through their performance or instrument, often casting them at the same time (must pay for both techniques). Can perform D rank techniques through instrument at gennin, C at Chunnin, B at jounin, A at Konin, and S at Sannin.
• Learn Medical techniques one (1) post faster.
• Learn ninjutsu (1) post faster.
• Learn genjutsu one (1) post faster.

• Miracle Performance - Kagerou can perform healing eiseijutsu through her performance/instrument as if it was ninjutsu of the same rank. When performing healing medical techniques, she can target anyone who can hear her music with the jutsu. I.e. she no longer has to be within touch range of the target to use healing hands.
• Calamity Performance - Kagerou can perform offensive eiseijutsu through her performance/instrument as if it was ninjutsu of the same rank. When performing offensive medical techniques, she can target anyone who can hear her music with the jutsu. I.e. she no longer has to be within touch range of the target to use killing hands. Harmful eiseijutsu cast in this manner is guaranteed to hit as long as the condition of sound is met, but it takes one post to manifest its effects. In that time, the technique can be nullified by matching the energy (chakra/stamina/whatever else) cost Kagerou paid to use the entire jutsu, including any extra costs for additions/modifications. Those afflicted by harmful eiseijutsu cast in this manner become aware that if they do not spend the required amount of chakra/stamina, then bad things will happen to their body. The target(s) will have a vague sense of how bad the damage will be, but do not know what exactly will happen.
Dream Audience - Kagerou's dream is to help as many as she could. From this desire, the dream world manifested the power to multiply the recipients of all of her eiseijutsu techniques. With neither extra effort nor decrease in power, Kagerou can affect two extra targets for each eiseijutsu activation as long as they fulfill the requirements to be a target (i.e. contact for most eiseijutsu by default or sound when Kagerou performs eiseijutsu). Past the starting two, she must spend a total of 5(n-3)+10 energy split evenly between chakra and stamina for each additional target; n = number of targets. Odd energy costs are split with 1 more point of stamina than chakra. This additional cost cannot be reduced or refunded.

Iryo-nin I - Kagerou receives a +1 dr [slightly modifier] to her eiseijutsu for each medical title earned. 2 medical titles = +2 dr [mildly modifier].
Mind and Body I - A sound soul resides in a sound mind and a sound body. To ensure the health of all three, Kagerou must master every aspect of medicine. Kagerou gains an additional medical field type. The additional type needs to be trained separately from the first.

Evergreen Growth - Life always finds a way, especially when it's helped by someone who truly cherishes it. Plants cultivated by Kagerou grow as if the soil they are nourished by is +1 grade higher than it actually is. Unfertilized soil yields crops in 2 rl weeks. Low-grade fertilizer yields crops in 1 week. High-grade fertilizer reaches a new level of fast and yields crops in 4 days. (Post-acceptance note: I just realized that there is an Evergreen religion in this guild. I did not mean for this to be a religious PA in any way. It's just botany. I hope that's not a problem.)
