The only wild Pokemon found in Citra are the ones found in the Citra Dex!

Anyone who is playing a character native to Citra that hasn't left the region before is not likely to have a Pokemon not found in the Citra Dex.
Exceptions would be if they received the Pokemon as gift or it was somehow imported.
