He has to actively decide to use this power and the flame only lasts as long as he can breathe out. It cannot be used multiple times in a row and has a maximum length of about 5 feet on an intense exhale, though the duration of the flame is very short. It lasts longer if he breathes softer, but the flame is much smaller, only a few inches. The more intensely he uses the power, the longer he has to wait to use it again. For example, if he used his power at full force he'd have to wait about an hour to use it again, even slightly. If he used it gently, producing a very small flame, he could use it again in a few minutes at full force.
