	The article is determined by the SOUND, not the letter itself. "one" starts with a "w" sound, which is a consonant.

	What does that phrase even mean? I have never heard that before. Unless you mean "on-off thing" as in relationships, in which case it IS "an".

	I haven't heard the phrase, either. But it is determined by sound, which can be a "w." English is tricky that way.
