Did you even try it out? First off, it doesn't work on any level, just fox's. Secondly, It doesn't cause them to shoot anyone. It's just an extra taunt. Third, It's not done by pressing left and right, but by pressing down on the d-pad for one frame and one frame only. Most people are just so bad at hitting left and right that they happen to pull it off.
I love this taunt though, since it goes away if you get hit. Having the entire thing play out in the middle of a serious match is just my way of rubbing it in my opponent's face that I'm untouchable. lol. xd
