Kanryu. Kanryu. Although I wouldn't go as far as killing. I'd maim him some how, like cut off all his fingers and an ear.
And Raijuto, his spirit was already killed, and that's good enough. He should live in the same darkness he spread to all his victims. mad

i wanted to kill shishio 3 times over when i though kenshin had died during that fight, but other than him and enishi there's none that i want to kill really

...Does Soujirou count? This may sound completely strange since most know I'm a fangirl for him, but I think it would've been practical to kill him. He never swore he wouldn't kill again, and his mind is still easy to manipulate, if someone with near the same ideals as Shishio ever stumbled upon him-- ow. >_>
