It was in a guild that was dedicated to the original 150 pokemon. This was the first post of a topic asking which of the legendary dogs was the best. I cannot decipher what some of this means.

The legendary dogs aren't a part of the original 150 pokemon...what a moron...

Anyway, here's what I think it says (it might be wrong):

I'd say Raikou, (something) (something) having a thunder type that can match what it does. But Entei and Suicune's moves, [well] you can practically get from your starters or TMs/HMs.

I'm not quite sure what he means, but that's as close to a translation as I can get.

Translation

I'd say Raikou is the best; I cannot remember having another thunder type that can match what it does. Entei and Suicune's moves are easily obtainable by your starters or TM's/HM's. I find it quite funny.
