Timelines are kinda impractical, because different places get the shows/manga at different times, sometimes with up to a year's worth of time difference. Plus, there are always people coming into a fandom late.
If you're that concerned about spoilers, your best bet is to mark them (that's what we do in the 'latest manga chapters' forum). Put "Spoilers for Chapter 234" or "spoilers for Episode 12" or "spoilers for book 3" etc in the title. That's pretty much the only sure-fire way of giving people a useful heads up.

Never. There are always new readers. What classifies a spoiler is whether or not it is something to get excited over. Like a death, a birth, a piece of key information, a new technique. New characters will inevitably pop up all over the place.
Really spoilers are only the main stuff of the story line.... and while spoilers never end, most people believe they're over once the dubbed has shown those episodes. But well there's always new people so there will always be spoilers surprised
