You need to have the Nightlife expansion pack. The Diva wears a black dress, Mr Big wears a red dressing gown jacket thing and the slobs wear dirty pyjamas. They have normal names though so they aren't actually called those names in the game. I know the diva primps a lot as well.

Wait a minute, I don't get any of the Nightlife characters in my game, even though I have Nightlife. surprised

It's just random as to whether you meet them on a commumity lot or not. They wont always show up.
