I believe that, technically, before a consonant it's 'thu', and before a vowel it's 'thee'. I don't think many people hold to it though. Most people just pronounce it 'thu'.

I say both depending on what follows the "the."

I tend to say, "thee," if the word following begins with a vowel, and "thu" if the word begins with a consonant.

I believe that the other pronounciation, "thee," is often used for emphasis. I believe that can be figured out. exclaim
