Noukiesims- Can't get it to be a package file.

Okay so I clicked on this hair I have been wanting for Noukie sims.
When I save it on to my desktop it is just a file. It's not in a zipped folder.
I send it to compressed/zipped folder and then continue on with extracting the file.
Well it doesn't make it a package file so it will not work obviously. It stays as a rar file when I extract it.
Help? Why isn't it a package file?
I have tried over and over with that hair and a couple others.

So the file ends in .rar correct? If so then this is just like a .zip file only your computer must not have a program that recognises it. To "unrar" a .rar file you can download WinRAR from the internet. It's totally free and is perfectly safe. I have downloaded it many times (after accidentally deleting it sweatdrop ). Your computer should then recognise the file and you should be able to unpack it correctly.
