Well i dont have much advice but i think that if she wants to stay with him then maybe she could talk to him and tell him that it hurts her, then maybe he would understand and stop but since i dont know this guy i really dont know but thats my advice because it helped with me when i was in a relationship thing and the girl did the same thing.

Also, talk to the friends he's flirting with. If they flirt with him intentionally and know it hurts her then they're not real friends and not worth her time. i recommend her to brake up with hir even if he makes her happy he will keep flirting and flirting leads to other things so yea it wont work out unless he stops that

i can make girls happy 2 im a big flirt tho but i don't flirt if i have a gf i consider that cheating so i don't
