Well, I had one in all 4 years while I was in High School. Well, for starters, think of how the club is going to be like. For instance, are you gonna have viewings, tutorials, games, food day eek etc. Then start setting up days that you want all of your activities. Then after you got that figured out, when you start school, go to your counslor and tell them that you are insterested in starting a club dedicaited to the Japanese Animation.
They probably gonna tell you to pick a teacher to have this club with and is it going to be during the lunch period or after school. I advise to find a teacher that is laid back and cool (usally art teachers xxD)
Then after you get approved, make flyers with a cool anime character on it and with a cool slogan 3nodding Posters help also, just make sure you don't post them on the door sweatdrop and in the gym sweatdrop
Now when you have like a club day or whatever, set up a table with manga and anime dvds out so the people can see them. Play some music too, its a really go-getter.
