"Are you going to finish that?" may be the rudest thing you can possibly say to someone without straying into the realm of "your mom" or "yo momma". Now, I'm not a religious person, but I think that "AYGTFT?" encompasses the sins of gluttony, greed, AND envy.
If people are not going to finish something, they will most likely let you know with a remark like so:
"Oh, gosh, I dunno if I can eat all this"
"They sure give you a lot of meat for $4.25."
"Oh, I'm stuffed. Couldn't eat another bite."
If they specifically want you to eat the rest of it for them, perhaps you should be listening for one of these:
"Hey Joe, you wanna help me eat these?"
"Seems a shame to let this go to waste..."
"You look like you're still hungry..."
If you really must say something to them, try one of these:
"Man, that sure is a lotta food"
"Sure you can eat all that?"
