Weapons: Backpack, egg-shaped grenade-like capsules that contain any number of things a superhero might need to slow down or stop the bad guys (all dubbed Zap Caps), and anything else he can think up.
Powers: Super intellect
Special power: Instead of getting a new power, Richie gets something he thought he'd never have again; the powers he got from Ragtag, for that short time he called himself Push. However, they're not quite as strong as they had been, meaning persistent, strong attacks could break his shield, he can't pick up anything heavier than a couple tons or so, and things of that nature.
Character Background: After sinking the ship with the Ebon/Hotstreak creature, Gear's hunch proved true; the two of them were still alive. When he and Static weren't busy taking care of the usual crimes in Dakota, he'd be searching any database he could get into, trying to track down the remaining Bang Babies that were still causing trouble, so they could be cured. Hotstreak wasn't exactly hard to keep track of, but he put off capturing him in order to focus on the more dangerous Ebon. This proved to be a mistake, when an apartment building in the city Hotstreak was currently hiding in caught fire... Wanting to make up for his mistake, Gear tracked him down, and was just about to capture him before being ripped to this new world.

Although the show's style of animation doesn't show it, I've heard Richie has blue eyes.
Extra info: Sorry girls, Richie is gay; however, he's still in the closet about it. He knows he's gay, he just doesn't want anyone else to know. He can't help but want to avoid disappointing his parents, losing whatever credit he had as a superhero, and encountering tons of awkwardness after keeping it from Virgil for so long... When hit with inspiration, Richie can get lost in his own little world, often leaving others far behind. He'll use a plethora of large words and technical jargon that most people just can't understand, mainly because it's something they just don't hear. He's also near-sighted; not even a superhero is above needing glasses, hence the visor in place of a more traditional mask. Also, here's some snapshots of what Backpack actually looks like:
