setting:
a city that has been divided into two zones: one for all non-humans, and the other for the humans.
the human side is guarded by some sort of electrocution field generating wall(making it impossible for people without a special key stone to pass), and has many physical form destroyers(quantum disruptor turrets).
the humans live in a lap of luxury, while the non-humans suffer poverty and constant attacks from the human side's genetically altered army.
humanity has progressed in technology by combining magic, up to the point that they have become fused to machines, and have cybernetic implants of all sorts. thus being a normal human, or non-human is frowned upon.
non-humans can live on the side, as long as they are restrainted, and put under a sort of mysterious treatment(that is really brainwashing, and feeding them their needs:
for instance, giving vampires artificial blood), but they are affected by a bunch of laws, that seem to be very unfair.
