1) Bart Allen grew up in a virtual reality because he was aging at a accelerated rate and the virtual reality moved at the same speed he did so he wouldn’t go mad.
2) Bart was taken ten centuries into the past so he could be cured of this by the current Flash, Wally West, and then hopefully Wally would teach him how to use his powers.
3) Wally instead gave him to Max Mercury to take care of, and when Max Mercury died, Bart went to live with Jay and Joan Garrick.
4) Wally never believed in Bart, never believed he would live up to his family’s legacy.
5) Bart decided to prove him wrong.
6) Bart almost never knew his grandpa, the person he was named after and whose shadow he lived in, but decided to sacrifice himself for that person.
7) Despite all the crap Bart has lived through, he still runs with a smile and doesn’t look back. . . .
TV Bart
1) In the cartoon verse he's born into an apocalyptic future (Year 2056) where the earth is enslaved by the Reach and Blue Beetle.
2) Bart built his own Time Machine with the help of Neutron.
3) He travels back to the past to prevent this by creating a fake happy go lucky personality that everyone can like. In truth his personality is serious and jaded.
4) He took on the name Impulse due Nightwing stating it as a warning when he arrived in the current timeline. (Year 2016)
5) While in the past he tries to save Barry but ends up altering the time stream and accidentally causing Wally's death.
6) In honor of him he takes the legacy of Kid Flash.
7) It was revealed that Bart will turn 13 years old by the time the series ends. . . .
* Overall a lot of people think Bart is dumb but he's actually really smart.
Slang Oops more Spoilers!
. . . He picks up the slang words in his timeline (2056) "Crash, Mode," and "Meat." "Crash" and "mode" are used as both a noun and a verb.
"Crash" meaning "good" or simply "cool." "Dude that's so crash!" or "What's the point in hiding how crash we are?"
"Mode" describes everything that is "bad." "I'll keep you from feeling the mode." or "I'm moded aren't I?"
"Meat" or "meatbag" is an insult that the Reach aliens use.
"So Retro" . . . Bart has delevoped slang from the comic verse too, it's mostly our modern slang that we have now as well as "Grife!"
