Bio:
Phoebe had always been a "healthy" girl, so to speak. Voluptuous and curvy, it wasn't a surprise to anyone that knew her when she was married so young and so quickly. There were rumors that she was pregnant, but they were nothing more than just that: rumors. Oskar VanBuren, a burly foreigner, had won her heart and she had never loved anyone more.
Phoebe, whom Oskar had playfully nicknamed BoBo, made a home together and they were happy. They were accompanied by Phoebe's lifelong partner Mandy, the Altaria she had since it was a tiny Swablu, and Oskar's powerhouse Rusty, the Pinsir.
Everything was great for many years, until that fateful day, when Oskar passed away. There had been a terrible accident in the lumberyard where Oskar worked and he was caught right in the middle of it. Needless to say, Phoebe was crushed. She turned to drinking, but eventually-- with some help from Mandy and the now hers Rusty-- she snapped out of it, checked into rehab, and is on the road to recovery.
Part of that recovery was moving out of the home she and Oskar shared, she simply couldn't bare the memories any longer, so she packed up her two pokemon friends and moved to the recently colonized Island.
There, with the insurance money provided by her husband's company after the accident, she started up her own business. A day-care center. Never having the chance to have a child, having tried and failed and then losing her husband, Phoebe made up for that, mostly subconscious want, by opening up the Dragon Dance Day-Care Center.
She remains there to this day. Business booming and recovering from her alcoholism very well. She cares for her two young employees as if they were her own sons, albeit sternly and with much discipline, she is still their boss after all. She is caring toward children and very motherly at times, even to strangers

Bio:
She's been with Phoebe ever since she can remember. They both grew together, closer and tougher as the years and circumstances after Oskar's death hit them hard. She was there for her trainer during her alcoholic struggle and even helped nudge her toward the road to recovery.
She is playful and caring toward the children she helps tend to, but to others, she can be a bit stern and aloof. She interacts well with Rusty the Pinsir, seeing as they've been together a while. All in all, kind with children and people she's used to, aloof to people she doesn't know. She's very independent and although she loves Phoebe very much, she likes to go off on her own sometimes and may get into trouble on ocassion, but never so much where she would blatantly disappoint her trainer. It was the dragon in her. The call of the sky and the adventurous spirit that came with it, she couldn't help herself.
Rusty (Pinsir)
Gender: Male.
Ability: Mold Breaker.
Bio:
He had bonded with his previous owner, Oskar, and had followed that man everywhere. They even worked together. They were the best of friends. The day Oskar died was the worst day in Rusty's life, it felt as if a part of him had died as well. It was an almost painful feeling, but beside the choice of going out into the wild and ending his life, he knew he had a duty to his partner. He had to watch over his wife, whom he knew Oskar loved with all his heart.
So that's what he did. He is no longer the Pinsir he once was, he's quiet and serious. Really only caring about his duty to Phoebe. He usually does what she asks of him; he tries his best to make sure she's happy. It's what Oskar would have wanted.
He frightens the children mostly, so he stays in the back during work hours. But, if there's ever a field trip of some kind, Rusty serves as a chaperone, watching over the kids, getting ready to give anyone that gives them trouble a big helping of GUILLOTINE.
