This avatar is Ciel Phantomhive as he appears in ep. 4 of the Kuroshitsuji anime, in a pink dress. This he does to appear female to Viscount Druitt, a suspect in a Jack the Ripper murder case. Druitt, convinced he's female, puts him on the black market for his body parts, leading to arrest. However, this traumatic experience for Ciel pays little merit- the viscount isn't Jack the Ripper, and bribes his way out of jail later.

I think the female base fits him perfectly and the previous commenter needs some anger management classes. <3
If someone is going to spend countless gold on a cosplay, they're not going to leave their gender as it is. They obviously want the best avatar possible and wouldn't stop short because of the gender-changing cost.
