This is a cosplay of Freaky Fred, from Courage the Cowardly Dog.
Fred, is Muriel's nephew, escaped from a place known as "The home for freaky barbers", and he just can't stop cutting peoples hair!
He manages to shave ALL the hair off of Courage, and at the end of the episode, the camera pans away to Courage's behind, where the words "With love, Fred" can be seen.
Nonetheless, he was the BEST cartoon villain I have EVER seen, and this is my tribute to him.

- "You've been very.... nauuughty." My friends and I were saying that for WEEKS after that episode XD In fact, I think that's the only episode I ever liked of that show, even though I liked Courage himself >_> Good cosplay!

- It's kind of plain. Too me this looks like a guy in a suit with a knife. I'm happy you've realized the mistakes you've made, but it's not complicated enough for my pallet. Everyone else seems to like it, so good luck.

He truly is the best cartoon villain ever. ♥
I recall when I was a child, that he narrated in a way as if he was reading a book aloud. It was AWESOME. 8'D - Report As Spam
