Description:
The character is from Fullmetal Alchemist, He uses a type of cloth for his gloves to make sparks to use his flame alchemy. He can't make sparks when the gloves are wet, so theirs a joke in the Anime and Manga that he's Useless when wet. And he gets really offended when he gets called useless its pretty funny.
If your a fan of the show maybe you can imagine Ed hitting him with a water balloon.
I would have liked to use the rainy day item instead of the water balloon but its too much Gold.
