Not bad, but not good either. There are a few things I would tweak. Mainly the pants. There's almost a set parameter for making Naruto characters when it comes to people dressed as Jonin.
I like the effort but its lacking in so many areas. Maybe adding the Death Whisper as the special kuni. Not horrible and the title is awesome. Keep on tryin'~!
