This is Baby Spice, or Emma Bunton, from the famous Spice Girls. They were a very popular girl band in the 90's. They were british and sported "Girl Power!!!"
Baby Spice was seen as the innocent, cute one. She always had a sucker in hand and dressed in mostly pink.
In the picture she is the far right.
