Captain Planet from the series Captain Planet. He draws his strength from the sun and clean water. He catches this through the yellow planet on his chest. He is weakened my pollution and will be unable to recharge if the symbol on his chest is covered with pollution.
His coloring from image and episode goes from a deeper blue to a light blue to a very pale blue/white.

- Been done before and it's been done better. Captain planet has BLUE skin, the ice skin is too white, even for your second image which should've been your ref pic. Also, even though it's supposed to be weakened captain planet... Your face seems awfully cold and dead to me. 4/5
