The anime is called Mermaid Melody Pichi Pichi Pitch.
Number two:
The girl's name is Lucia, not "Pichi".
Number three:
They do not go on "missions"...in fact, all they do is sing and try to save to ocean.
Number four:
Lucia does not have an umbrella, magic wand, car ears, crown, or a bow on her chest. And, the long bow is in the series, but not in your reference.
