Noel is a Lieutenant in Librarium's Praetorian Guard. She was picked up for her highly advanced combat skills at a young age and was placed under the command of Jin Kisaragi. She was later ordered to track him down and bring him back after he deserted his post.
In the game she is known for her awesome combos that involve wicked speed.
It was extremely difficult to layer this outfit but I hope you enjoy it. if anyone has suggestions on her arm ribbons I would be glad to hear them. ^^ - Date: 07/04/2010

Already tried William the Playwright but they come up too high and lack a lot of the detail.
the bowtie is for her collar-there are no collars that layer with the red tie.
and there also is not a dress on gaia that would work so I had to layer a bunch of things to get that stripe in the middle at least. - Report As Spam
