The Master of Caster in the Holy Grail War, Uryuu is a murderer who typically prefers killing children and is responsible for several recent murders and finds it all 'Cool'.
The jacket and hair are as close as I could get to his, his eyes at least to the anime are black and small. The female base works better for his build. Below is another ref.

- PunyPieX3: It's a very good anime. If you like action, very attractive characters and can stomach some blood you'll love it. Uryuu was just adorable in the second episode but this series is a heart breaker. I won't spoil it but definitely tragic.
