Actually you can, because it's not hard to google the entry and see for yourself who it is. A reference picture is not needed nor required in the rules. If people want to be lazy and vote poorly then that's on them not on the creator of the cosplay.

- I would have to agree that you need a reference picture. sure, a lot of people may know who she is and what she looks like, but you cannot just assume that is the case
