Raum is a cop of a wasteland planet with 0 actual living intellectual organisms. So all of his abilities are yet to be tested. He was actually sent to the wrong planet but with no connection to the other planets he has no one to tell him otherwise. Tto get him to follow him you have to be a notorious criminal for the past 6 months.
